What is a heating cable used for in a terrarium?

Silicone insulation:
The heating part of the cable (300cm) is covered with a silicone sheath. This provides excellent flexibility, resistance to ultra-high temperatures, and complete waterproofing. IP66
It is so waterproof that you can even wash it under a very strong stream of water. 

The power supply part is covered with PVC, like any other cable.

Included suction cups:
It's nice of the manufacturer to include them. They will certainly make it easier for you to mount the cable on the walls of the terrarium or other smooth surfaces.
